A base and an overlay both have an images entry for nginx with different tags. Which tag ends up in the output?

Answer: The overlay's, because it runs on the base's output
Explanation
Kustomize builds the base first and then runs the overlay's transformers on the result, so the overlay's images entry changes whatever tag the base set. That ordering is what lets each environment override shared defaults.
