How do you reference a base from a Git repository under resources?

Answer: https://github.com/org/repo//path/to/base?ref=v1.2.0
Explanation
The double slash separates the repository from the directory inside it, and ref picks a branch, tag or commit. Pin ref to a tag or commit so a change in the other repository can't silently change your build.
